
Jessica Weaver
Jessica Weaver runs the Connecticut state treasurer’s corporate governance program, which serves 110,000 pensioners and manages $60 billion in funds. She leads all ESG due diligence of public and private managers, shareholder engagement and proxy voting.
So far in 2025, Weaver filed five shareholder resolutions related to climate (more than double the number her office filed three years earlier). Four were focused on encouraging a “just transition” to clean energy; all were withdrawn after the companies added appropriate supporting language in their respective sustainability or governance reports. She has also led the redrafting of proxy voting guidelines to ensure better stipulations for climate.
Weaver led the ESG due diligence on the $1.23 billion the Connecticut Retirement Plans and Trust Funds have committed to seven infrastructure and natural resources funds that have a clear commitment to climate change mitigation and adaptation since 2023.
Weaver, who has a political science undergraduate degree, is the youngest member of her town’s board of education — and was re-elected twice.
