Laura Morrison is a Senior Economist and Director at RTI International, leading a practice using economics and rigorous evaluation to inform strategy, strengthen policy, and advance social innovation. Her work helps clients understand not only whether new policies and programs work, but how they create value for communities, governments, firms, and the environment. She focuses on complex interventions where public benefits are difficult but essential to measure, including waste, recycling, plastics, circular economy, sustainability, environmental health, global health, and technology innovation. She has led global, high-profile evaluations of innovative programs, as well as focused studies of environmental health initiatives for federal, non-profit, and private-sector clients, including the US EPA, The Gates Foundation, The World Bank, Gavi, WHO, Medtronic, SC Johnson, and the World Wildlife Fund.
Her work combines policy evaluation, economic analysis, mixed methods designs, and systems thinking to generate evidence that is credible, actionable, and strategically useful to her clients. Across her portfolio, Laura helps funders, public agencies, nonprofits, and private-sector partners clarify tradeoffs, improve implementation, and build the case for policies and programs that deliver meaningful social, economic, and environmental benefits.
