Resilience takes on distinct meanings for different stakeholders.
In Hawaii, resilience takes on a unique emphasis: over 2,000 miles away from the United States mainland, a resilient state also means self-sufficient. Even in Hawaii, different roles mean different focuses on resilience. For Ron Cox, senior vice president of Hawaiian Electric, a resilient energy grid isn’t “just in time” — it’s “just in case.” To Christy Riccardi, Region 9 director of the Office of Infrastructure Protection at U.S. Department of Homeland Security that includes Hawaii, technology is a critical force for security — but overdependence can be a potential weak spot. Chris Floro, public works business line director for Navy in the Pacific, believes that resiliency comes with reliability and efficiency in order to synchronize with other coordinators.
